Pandora operates under a compulsary license. 

An artist or songwriter HAS NO CHOICE whether their song is played on their 'service' or not.

Pandora managed to get a major cut-rate that is supposed to expire @2015, but they can't make their buisness work so they're going to Congress to legislate lower rates for everyone.  This is simply a power grab by a Publicly Traded Corporation, and is backed by the likes of Google (and we all know how trustworthy Google is.. /scarcasm)

The sickning part is they throw crap into the bill like 2 or more artists speaking out about these things is a sue-able offense that can be prosecuted under the Sherman Act. 

This is seriously Orwellian shi'][' here.
