Really? Is that so? You'll have a hard time proving. Prior to DPRA, internet radio was exempt from paying royalties as was broadcast radio and no permission was required. DPRA changed that, making it mandatory for digital internet radio to pay royalties but obviously not broadcast radio. Granted almost no internet radio stations existed prior to DPRA, but that is irrelevant.


And I assume you concede that it does have to do with DMCA.
