Piracy is a worldwide phenomenon, spanning Sweden to South Africa, China to Chile.  But who are the most egregious piracy offenders?  According to the Office of the United States Trade Representative (USTR), the list now includes Canada.  For the first time, Canada has been included in the "Priority Watch List," a move that follows years of serious concern from the music industry.  "In this time of economic uncertainty, we need to redouble our efforts to work with all of our trading partners – even our closest allies and neighbors such as Canada," the group stated.

Canada is now getting called out, thanks partly to the Entertainment Software Association (ESA).  "Canada's weak laws and enforcement practices foster game piracy in the Canadian market and pave the way for unlawful imports into the US," said ESA chief Michael D. Gallagher.

Algeria and Indonesia were elevated into the list, while Russia and China remained.  Korea was delisted, based on various anti-piracy measures, as well as a recent three-strikes initiative.
