Carla Hayden has just named two judges at the Copyright Royalty Board.
The Librarian of Congress has confirmed a major appointment.
Carla Hayden has selected Judge Jesse Feder as the new Chief Copyright Royalty Judge. He’ll also serve as Head of the Copyright Royalty Board (CRB).
Feder will replace outgoing Chief Judge Suzanne Barnett, who will retire from federal service on February 16th. She had served in the position since 2012.
In a statement, Hayden expressed her gratitude for Feder’s years of service at the CRB and at the Library of Congress. He has provided “expertise, insight, and institutional knowledge,” making him the perfect candidate.
Hayden also thanked Barnett for her dedication and able service over the past 7 years.
Feder currently serves as a judge on the CRB. He has over 25 years of experience in copyright and intellectual property law. Feder has previously served as Director of International Trade and Intellectual Property for the Business Software Alliance. Other positions include Acting Associate Register at the U.S. Copyright Office, and Legal Adviser in the Office of the General Counsel for the Library of Congress.
The Librarian of Congress has also confirmed another appointment.
To fill Feder’s vacancy, Hayden has named Richard C. Strasser as Interim Copyright Royalty Judge. He’ll serve for a period of six months, or until Hayden fills the position permanently. She’ll post the position of Copyright Royalty Judge within the next few weeks.
Strasser has served as Senior Staff Attorney at the CRB since its inception in 2007. He has broad experience in economics and finance. At the Securities and Exchange Commission (SEC), Strasser served as Attorney Fellow for several years. He focused primarily on market structure and derivatives. Strasser has also published articles dealing with economic and financial analysis.
Speaking about Strasser’s interim appointment, Hayden said,
“I extend my gratitude to Judge Strasser for being willing once again to serve in this important role.
“His service will enable the Board to continue its important work uninterrupted while we recruit a permanent replacement.”
